Valley Forge: The Premier Energy Community of the West
Valley Forge began acquiring land and water nearly five years ago in Millard County, Utah for many strategic reasons, and before the AI boom really set in. Fast forward to today, we have assembled ~11,000 acres of irrigated farmland. We are incorporating the entire site under SB0258 as a preliminary municipality for the key advantages of creating our own ordinance, zoning, entitlement protocols and permitting processes. This ensures that we control execution timing and cadence, and avoid getting hamstrung by local, less motivated and less experienced municipal officials.
Strong Government Support and Strategic Partnerships
We have the blessing and strong enthusiasm of many legislators and key stakeholders as you got to experience at the Zero Gravity Summit, including County Commissioner Bill Wright, Senator Derrin Owens, Congressman Burgess Owens, Director of EDC Utah Ryan Starks and many more, earlier this year we were at the Capitol, where we presented the project to President Adams, Senators Cullimore & Albrecht and DNR Director Joel Ferry, and received unanimous and overwhelming support from the Senate.
Two days later we had the unique opportunity to share the project details with Governor Cox personally and received an equally enthusiastic commitment of support.
In September we presented the Utah State Public Utilities Energy & Technology Committee (Video attached), and Congressman Burgess Owens presented the project on Sept 11th to the Congressional Transportation & Infrastructure Committee.
We have been invited to share project details with a special Congressional delegation in Salt Lake City, seeking marque opportunities to leverage POTUS' recent Executive Orders to advance AI data Centers and DoW initiatives and specifically the September 25th Speed to Power RFI from the DOE. Valley Forge embodies these new initiatives. In September we flew out to Washington DC to visit with Michael Grimes Executive Director of the US Investment Accelerator to explore how he can assist us with these investment mechanisms as well as fast tracking our transmission permitting. Our efforts in DC have serious traction involving JBIC.

Power Generation Site
Our Power Generation Site (the Sentinel 1 Power Complex) sits on a two mile stretch of the Kern River Pipeline, critical to support 4.4GW of nameplate capacity
Legislative Coordination
Coordinating with Senator Owens on two newly opened bill files to create a new Utah First Energy Communities Act, and a State Energy Financing Institution (SEFI)
Sentinel 1 Power Complex
We are developing the power generation and all correlating transmission/distribution and have assembled a world class team to execute this from pre-feed, FEED, procurement, construction and operation.
We have full funding commitments for the phasing plan and are actively deploying capital.

Phase 1: Gas Turbines
We will be phasing in 4.4GW of nameplate capacity beginning with 525 MW using gas turbines and we can have them operational in Q3 2026.

Full Buildout
Quanta has been contracted as EPC for the T&D of the entire project, plus we are entertaining the possibility of them as a joint EPC with Fluor to build the CCGT gas plant in phases and we anticipate based on our unique access to critical lead time items, that we can be fully built out to 4.4GW by 2029. We are using a combination of CCGT units with SCRs and HRSGs w Steam Turbines for this plant

Energy Storage System
Next we have contracted with ABZ Inc/Montalto Energy to pre feed and FEED and collaborate with Westinghouse to build a 2GW Long Duration Energy Storage System taking our CCGT plant from the typical 65% capacity factor up to 99.99% This system can provide 2GW capacity for 30 hours+

Nuclear Reactor
Finally, we have also contracted with ABZ Inc/Montalto Energy to deploy a Westinghouse AP1000 PWR reactor (1.2GW nameplate) and because of our unique relationships we can have this operational around the same time we have the full gas plant buildout done, (Q2 2030) This reactor is the only unit in the US already licensed and will be at least three years ahead of any new SMRs. Westinghouse recently announced that they plan to build ten AP1000 PWR units in the immediate short term, and this is one of the ten.

Transmission Infrastructure
We have onboarded Quanta/Summit Line Construction to design and build out our entire electrification system, including substation, transmission and distribution; We are running a 765 KV T-line from Valley Forge up to Clover Station for strategic interconnection. This is getting fast tracked via congressional coordination with us and State Legislators. We anticipate this transmission system (Sentinel North) can be completed by Q3 2028, but we are pushing for a categorical exclusion per recent POTUS Executive Orders to get this T line permitted
We anticipate providing up to 4GW BTM capacity directly to Valley Forge tenants in the Data Harbor site we have allocated 2,024 acres to. The balance of our capacity will be reserved for export
